Otava Barracks refurbished into Senior House by KOČÍ

One of the first exceptions in our country is a cooperation project of the town Písek and an investment company KOČÍ INVEST a.s. on purpose of constructing the Senior House in the object of former Military medical centre seated in Otava Barracks in Písek.

“Since villages and towns withdrew the idea of building new flats from their own budgets and left the space for private sector, a new phenomenon has appeared : input of private investment to social care area. There is a functional model in foreign countries. However, this is one of few projects focused on this sphere. And we are really pleased. The final effect should be the benefit for Písek region and cost-effective for the town budget as well,” the mayor of Písek Mr. Miroslav Sládek said.

“Otava Barracks were acquired for the town Písek by transfer without consideration from The Army ČR about 2 years ago,” said the mayor Mr. Miroslav Sládek. “We invited competitive tenders in terms of their future use and the offer of the local construction company KOČÍ won the competition in spring last year. In March 2006 all 23 present representatives through political spectrum raised hands in favour of the offer. Furthermore, the town completed a contract with KOČÍ INVEST a.s. company concerning to renting the object in condition of building the Senior House, its approbation at least in 2010 and 3-year trial run to the year 2014.” “Besides, we are obliged to book twelve places prior to Army veterans,” the chairman of the board of directors of the investment company Mr. Radek Kočí completed.

The Senior House in Písek is intended to stand on the border of above-standard senior residences that we know from western Europe and present facilities that often suffer from lack of privacy and hospital-like atmosphere. Our aim is to enable also active people to enter this facility – to park their cars, to have social life, to access the Internet, etc. on the other hand, the project takes the fact the incomers grow old even finish their lifelong journey there into consideration.

“The Senior House has been designed as the complex of two associated facilities. In the first one low-size flats for one or two persons with all social and hygienic equipment and non-stop service will be found. In the second one the rooms of medical-nursing purpose and the medical staff spaces will be found,” Mr. Radek Kočí explained the aim. While the services in the housing part will more focus on the social area (clubroom, café, library, chapel, senior workshop, etc.) nursing and homecare centre will have its own canteen, nurses´ room, treatment room, etc. And emergency signalling system for clients in both parts stands to reason.

The news for Písek and its surroundings will be the possibility of hotel-type accommodation for family members. “They can visit their elderly relatives from faraway parts of the republic and share with them not only days but evenings as well. The system of leaving the complex will be absolutely free for seniors. The aim of this facility is neither a hospital nor a nursing home, only the house where elderly people live “in coincidence”. And they are free to decide how to spend their free time according to their state of health,” the chairman of the board of directors of KOČÍ INVEST a.s. Mr. Radek Kočí describes.

The designers of the project target base on the real demand of the services in our region and demographic development: “The population ageing is the worldwide phenomenon. According to long-term forecast of UN about 29% of European population will be more than 65 years old by the year 2050,” Mr. Radek Kočí says. “We would not like to meet just the excess of supply over demand but to enable dignified old age in nice environment with full service,” he adds.

The Senior House will offer approximately 100 beds with about 20 with nursing service. About twenty people of medical staff will work full time, other seven jobs will be of office workers. The total investment is worth about 70 – 80 million Czech crowns. At the moment project documentation has been proceeded (the author is the renowned studio ŠUMAVAPLAN s.r.o. with experiences in social and medical constructions) and building permission proceedings are on operation. “We are going to complete the project according to recommendations of local authorities. We are hoping to start the reconstruction in July 2007 and first seniors are intended to move in autumn 2008,” Mr. Radek Kočí promises.
